 Position: HP System Tester

Location: Austin, TX

Duration: 8 Months

Rate: $45/hr


*I.          DESCRIPTION OF SERVICES*

The Department of Information Resources (DIR) requires the services of one
FSP Rewrite Team Tester, hereafter referred to as Worker(s), who meets the
general qualifications of *ITSAC Software Test Analyst 2 Category, Core
Technology Type* and the specifications outlined in this document for the
Texas Education Agency (TEA).



            All work products resulting from the project shall be considered
“works made for hire” and are the property of the TEA.  TEA may include
pre-selection requirements that potential Vendors (and their Workers) submit
to and satisfy criminal background checks as authorized by the Texas law.
TEA will pay no fees for interviews or discussions, which occur during the
process of selecting a Worker(s).



This position will work for both the Foundation School Program (FSP) Project
manager and the Independent Validation and Verification (IV&V) Manager.  FSP
development team testing assignments will be specific to the FSP project
while IV& V testing will include other projects as defined by the IV&V
manager.



            *Worker Duties:*

A.     Work on multiple projects performing development team testing or
Independent Validation and Verification (IV&V) team testing.

B.     As a development team tester duties include coordinating with the
Independent Verification and Validation (IV&V) team to ensure all computer
programs developed or acquired by the agency meet the defined requirements
and pass the user acceptance testing prior to their release

C.     Analyze and review system requirements, use cases and other design
documents to gain overall understanding of the functionality of the new
application, and works with the development team testers to determine
appropriate level of testing required.

D.     Participate in the technical reviews of components developed, if
appropriate.

E.      Work to ensure that all products are inspected to meet agency
standards for quality, security, performance, usability and other standards.

F.      Work to ensure that the products delivered meet the specified
requirements; meets the current standards for quality, security,
performance, usability, and comply with and other standards, guidelines and
best practices for protecting agency and personnel data as defined by
operating processes and legislation.

G.     Work collaboratively as a member of an agile/scrum development team
to create overall test design, test cases and scripts.

H.     Must be able to implement automated tests as well as perform manual
test scripts for a complex application.

I.        Must be able to quickly come up to speed with TEA environment,
utilize QTP tools to, and build an automated testing environment and
processes. Determines operational, technical and support requirements for
test automation.

J.       Will mentor and work with other team testers in acquiring test
automation skills and in the use of test automation tools to achieve test
automation knowledge transfer.  Helps other team members to improve their
testing skills.

K.     Develop suites of automated test scripts for use in testing software
acquired and/or developed by the agency.  Converts manual tests into
automated tests for regression testing.  Constructs new automated tests and
improves existing tests.

L.      Create test cases and test data for use in automated testing.
Creates test reports.  Develops processes, procedures, forms and templates.
Collaborates with team testers in test planning, preparation, execution, and
reporting.  Files accurate and helpful testing issue reports.

M.    Communicate with project manager, technical team lead, development
team members and customers about automated testing tasks and results and to
understand their needs.  Documents all work, as requested.

N.     Keep supervisor and management informed on issues and the status of
work planned and contemplated by submitting weekly status reports.

O.     Interface, as appropriate, in carrying out application testing
responsibilities with project team members and other IT peers and
management.

P.      Performs other related duties as assigned.


*II.                WORKER SKILLS AND QUALIFICATIONS*



*            Minimum Requirements:*

Years

Skills/Experience

5 Years

Experience in working the full Software Development Life Cycle in an Object
Oriented framework where team is transitioning to agile development
practices.

5 Years

Experience and knowledgeable in use of test automation tools, particularly
HP Quality Center Test Director 9.2 and HP Quick Test Professional, Load
Runner.

5 Years

Experience in designing and building a framework for test automation, and
writing test scripts.

5 Years

Experience in designing, developing and implementing test plans, test cases,
test scenarios and test reports processes for web applications from Software
Requirements Specification Documentation and other specification documents.

4 Years

Experience with use of MS Excel 2003 or later, and with database query tools
such as Oracle PL/SQL

2 Years

Experience or testing knowledge of Microsoft .Net Framework and the
following .Net languages:  ASP.NET, VB.NET and C#.NET, or other OO software
development.

Experience in working with complex financial, formula based applications.

Experience working in an Agile Development environment, planning and
participating in sprints.

Experience in ADA testing.

*III.       TERM OF SERVICE*

Services expect to start approximately December 15, 2009 and are to be
completed by August 31, 2010.  Total estimated Worker hours shall not exceed
1000 hours.  This service may be amended, renewed, and/or extended providing
both parties agree to do so in writing.





*IV.       WORK HOURS AND LOCATION*

A.     Services shall be provided during normal business hours unless
otherwise coordinated through the TEA. Normal business hours are Monday
through Friday from 9:00 AM through 5:00 PM, excluding State holidays when
the agency is closed.

B.     The primary work location(s) will be at Austin, Texas Any and all
travel, per diem, parking, and/or living expenses shall be at the Worker’s
and/or Vendor’s expense.
