ArcGIS Server 2. OGC compliant web services (WMS primarily) 3. Understanding of base map services (multiple data layers being added/removed/resized at various scales providing cleanest user interface) 4. Possibly the ability to leverage enterprise databases to create a base map and publish it into ArcGIS Server in the correct format 5. Ability to identify and troubleshoot web service issues (data not displaying or displayed incorrectly, performance concerns, etc.) 6. Ability to read XML, http, logs or other metadata files to assist with identifying issues that can range from spatial data projections to network routing 7. Experience using desktop and web GIS applications for data visualization and configuration (may need to look at base map data in ArcGIS Desktop, ArcGIS Online, GAIA, etc.) 8. Experience working with spatial projection libraries and ability to identify what’s being used or needed 9.
