*Project Manager w/JAVA* *Tallahassee, Florida* *12+ Months Contract* The Internet/Web Architect position will augment current program resources and provide functional/technical assistance consulting services in support of the building, operations and maintenance of the portal. Position will be responsible for gathering business requirements and translating them into Internet/Web architecture to achieve business objectives. Analyzes assigned specifications, planning, designing, and developing solutions, utilizing appropriate Internet/Intranet/Extranet architecture processes supporting a wide range of content—either individually or in concert with project team members. Consultant will also provide appropriate documentation for object design decisions, estimating assumptions, applets, and performance metrics—as required by organization architecture process standards, or as assigned. Responsible for minimizing the issues between the client and the server applications and for the overall set-up and design of the Internet and Web server architecture. Three (3) to five (5) years of project management experience Three (3) to five (5) years of experience in relevant programming language development (e.g. Java, Java Script, etc.) Minimum of five (5) years Functional portal experience Experience in requirements development and system design *3.1 Knowledge, Skills and Abilities * The applicant(s) must have sufficient knowledge, understanding and experience with .Net to provide functional/technical assistance with the operation and maintenance of the portal. Other knowledge, skills and abilities desired include: Ability to perform analysis and make recommendations for best business solution Consulting skills with an ability to analyze the Department’s business requirements, needs, objectives, and map them to best practices Ability to translate business requirements into specific process improvements along with any/all measurable benefits Ability to conduct gap analysis and strategic blueprint development Ability to analyze business problems from both a qualitative and quantitative perspective Ability to troubleshoot problems within the application and do root cause analysis to implement fixes Ability to analyze software application performance and to provide recommendation for improvement Ability to provide ad-hoc requests for data Knowledge of project management methodologies and best practices Knowledge of data resource management principles and techniques including data administration, data modeling, entity-relationship modeling, data definition, and data dictionaries Knowledge of data oriented business rule administration Knowledge of methods of data collection and analysis Ability to understand and perform development testing on images and transference of images to data Ability to identify and resolve data flow and content issuesAbility to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work flow and other activities relating to improvement of operational and management practices Ability to organize data into logical formats Ability to generate briefing papers, issue papers, other management reports, and presentations (e.g. Power-Point), when required Knowledge of data integrity, data base construction, data management and data analysis and data cleansing principles and practices “Subject matter” knowledge of communications planning and execution Knowledge of Microsoft Word, Excel, Access, PowerPoint, Project Ability to conduct fact finding research Ability to plan, organize, document, lead and facilitate meetings and follow-up activities, and Ability to plan, organize and coordinate work assignments. *3.2 Education/Certifications* All applicants must have earned a Bachelor’s Degree in Business Administration, Computer Science, Management Information Systems (MIS), or other related field or equivalent work experience of one (1) year system’s experience for each year of education; or one (1) year of experience for each year of education.
