The primary objective is to engage a consultant to conduct a Business
Intelligence (BI) Project Quality Assurance Assessment.

QA Consultant is to provide quality assurance (QA) services for the
Business Resource Center (BRC) Reporting Project.

This project will acquire and implement an enterprise wide Business
Intelligence (BI) and reporting solution for Oracle EBS, PeopleSoft and
Hyperion systems.

QA consultant services will include assessment of the overall project
health and project management factors that are important to project
success. The health assessment includes scope, schedule, budget, resources,
milestones, risks and other applicable reviews per QA consultant
methodology. As part of this effort, the Consultant shall provide an
initial baseline quality assessment report and additional reports as
outlined in payment schedule and/or at a frequency determined by the
Sponsor based on the status and risks of the project.

The QA services will mostly focus on BRC Business Intelligence Project
management team effectiveness (90 – 95%) in moving the project forward as
planned as related to scope, schedule, budget and risk management.  The QA
Consultant will also perform a quantitative review of vendor performance as
applicable and (5 – 10%) as it relates to meeting deliverable timelines.
1.            Quality Assurance services will include assessment of BRC
Reporting Project management team in the following areas:

A.            Project Management performance effectiveness, including:
i.              Planning and control
ii.             Scope management
iii.            Schedule management
iv.           Cost management and budget projections
v.            Quality management
vi.           Risk and issue management
vii.          Vendor management
viii.         Resource management
ix.           Communications
x.            Status reporting

B.            Quantitative review of vendor deliverables
i.              Contract scope of work, acceptance criteria and deliverables
ii.             The BRC Reporting Project management of the vendor’s
performance per contractual obligations, such as:
a)            Completion of deliverables per contract scope
b)            Completion of deliverables per contract schedule/timelines
c)            Completion of deliverables per contract price
d)            BRC Reporting Project acceptance of vendor deliverables
iii.            If necessary, meet with vendor(s) project manager or
account manager related to their obligations of meeting the deliverables

C.            Stakeholder/customer involvement and effectiveness

D.            Project organization and governance
