Position: SAS BI Report Developer

Location: Austin, Texas

Duration: 6 months

DESCRIPTION OF SERVICES

The Department of Information Resources (DIR) requires the services of one
SAS BI Report Developer, hereafter referred to as Worker(s), who meets the
general qualifications of ITSAC Developer Analyst 3 Category, Emerging
Technology Type and the specifications outlined in this document for the
Texas Education Agency (TEA).



                All work products resulting from the project shall be
considered “works made for hire” and are the property of the TEA.  TEA may
include pre-selection requirements that potential Vendors (and their
Workers) submit to and satisfy criminal background checks as authorized by
the Texas law. TEA will pay no fees for interviews or discussions, which
occur during the process of selecting a Worker(s).



 This position is responsible for data analysis and developing web reports
using SAS BI business intelligence tool.  Designs and develops reports in an
iterative development environment from requirement specifications.
Responsible for developing, testing, and implementation of SAS reports into
a custom non-SAS web application.  Developer is required to create technical
documentation of development work. Secondary responsibilities may include
quality assurance testing and data analysis using SQL and SAS. Worker may
also write SAS programs to extract data from DB2 database tables.  Worker
will perform under minimal supervision with considerable latitude for the
use of initiative and independent judgment.


II.                WORKER SKILLS AND QUALIFICATIONS

Experience in data analysis, databases, report development, coding in SAS
and SQL.

Strong

Skill in analysis of data for the purpose of profiling and documenting data
and designing and developing reports.

Strong

Skill in writing complex SQL queries to extract data from relational
databases, data warehouses and SAS files.

Strong

Experience building cubes using SAS OLAP Cube Studio 4.2.



Strong

Proficiency using SAS Enterprise 4.3, SAS Web Report Studio and SAS
Information Delivery Portal for report development and delivery.
Experience must include but is not limited to: Creating parameter driven
reports in SAS Enterprise 4.3 using process flows, Creating parameter driven
reports in SAS Web Report Studio involving templates, different data
sources, multiple sections, table of contents and importing reports created
in SAS Enterprise 4.3, Integrating parameter driven reports created using
either SAS Enterprise 4.3 or SAS Web Report Studio into a custom non-SAS web
application, Publishing reports using the SAS Information Delivery Portal
and enabling unchallenged access.

III.          TERM OF SERVICE

Services expect to start as soon as possible and are expected to be
completed by August 31, 2011.  Total estimated Worker hours shall not exceed
620  hours.  This service may be amended, renewed, and/or extended providing
both parties agree to do so in writing.



IV.          WORK HOURS AND LOCATION

A.     Services shall be provided during normal business hours unless
otherwise coordinated through the TEA. Normal business hours are Monday
through Friday from 8:00 AM through 5:00 PM, excluding State holidays when
the agency is closed.

B.     The primary work location(s) will be at 1701 North Congress Avenue,
Austin, Texas 78701.  Any and all travel, per diem, parking, and/or living
expenses shall be at the Worker’s and/or Vendor’s expense.

C.     TEA will provide pre-approved, written authorization for travel for
any services to be performed away from the primary work location(s).
Pre-approved travel expenses are limited to the rates and comply with the
rules prescribed by the State of Texas for travel by its classified
employees, including any requirement for original receipts.

D.     The Worker(s) may be required to work outside the normal business
hours on weekends, evenings and holidays, as requested.  Payment for work
over 40 hours will be at the hourly rate quoted and must be coordinated and
pre-approved through TEA.
