12+ months contract*

*​Requirement:*

Contractor must have a minimum of a Bachelor's degree in Business,
Information Systems, Information Technology, Computer Science, or Project
Management. At least five (5) years of experience performing Project
Management/Business Analyst functions in an Information Technology
environment (including software, hardware, and network infrastructures).
Preference will be given to candidates with a PMP certification.

• Must have the ability and experience in planning, developing, executing
and monitoring large & diverse IT projects.

• Must have the ability to develop and build project teams from internal
and external resources.

• Must be well-versed in PMI project management practices, principles and
Agile Project management Methodologies.

• Must understand project management standards and have knowledge and
experience working with project management tools.

• Must have the ability to assemble, analyze and evaluate data and to be
able to make appropriate, well-reasoned and evidence-based recommendations
and decisions to support the business stakeholders and the project team.

• Must have strong soft skills around vendor/agency relations and
experience with managing and representing the interests of the Project
Sponsor and associated Stakeholders while working in a diverse and
politically sensitive environment with many special case situations.

• Must possess advanced skills and expertise in contract management.

• Must have an understanding of software, hardware, and network
infrastructure as it relates to software development and deployment.

• Provide expertise in administering the change management process and
facilitating and resolving disruptions and project delays, if necessary.

• Must possess excellent written and verbal communication skills in order
to convey realistic project goals, objectives and requirements to all
stakeholders.

• Maintain and complete projects within budget and schedule.

• Must be able to follow proper project closeout activities.

 Maintain a Project Charter and a Project Management Plan to include the
following: Project Scope Statement, Change Control and Configuration
Management Plan, Work Breakdown Structure, Project Schedule, Quality
Management Plan, Resource Management Plan, Communication Plan, Issue & Risk
Registry, Procurement Management Plan and a Project Closeout Plan.

• Use standardized project management methodologies, tools, and techniques.

• Work closely with the Enterprise Technolgy Services technical personnel
to assure the functional requirements meet the State and Agency Policies,
Procedures and Standards.

• Plan, direct, manage, schedule, develop, implement and maintain the
project in cooperation with State agencies, Enterprise Technolgy services
(ETS) and the vendor(s), and within the project schedule.

• Track and monitor project budget/expenditures.

• Identify and assign the necessary skills and resources needed to complete
the associated project(s), and effectively manage the project team.

• Manage vendor contracts for delivering business and technical resources
and product(s) in support of the project.

• Produce and submit weekly status reports.

• Produce and manage a monthly progress report of activity (using the
approved state template(s)) to the OCIO for monitoring of compliance to the
project budget and schedule.

• Measure and report project progress against the business and functional
requirements traceability matrix.

The Senior Project Manager must work on-site, 2001 Capital Avenue, Emerson
Building, in Cheyenne, Monday through Friday (excluding Holidays) and may
require some travel.
