This position is a Project Manager that will manage and coordinate all
tasks associated with one or more small-to-large projects or a component of
a larger project with minimal to moderate complexity and risk. The
environment instills a team-focused approach on working with the Medicaid
System for the State of South Carolina.
SCOPE OF THE PROJECT:
The Project Management Team is responsible for working on multiple projects
related to the Medicaid System for South Carolina. This position requires
collaboration and coordination of projects specific to the infrastructure
components of systems and services with the South Carolina’s Department of
Health and Human Services (SCDHHS) and Medicaid IT Services staff at
Clemson University.

DAILY DUTIES / RESPONSIBILITIES:
Under limited supervision, the Project Manager manages and coordinates all
tasks associated with one or more small-to-large projects or a component of
a larger project of minimal to moderate complexity and risk. The Project
Manager will report to the CCIT PMO Director. This is an individual
contributor position with no responsibilities for human resource management
(e.g., hiring, performance management). Candidates must be self-starters
and highly motivated.
Job Duties:
Follows established Software Development Life Cycle (SDLC) of Medicaid IT
Services.
Develops and maintains documentation throughout the entire project
lifecycle.
Is responsible for managing and directing the initiation, planning,
execution, control, and closeout phases of the project lifecycle for small
to large projects.
Coordinates and manages projects using project management methodologies
from inception through completion.
Develops work plan(s).
Controls scope and schedule to ensure project deliverables, milestones and
required tasks completed as planned.
Oversees the development and execution of communication plan.
Prepares status reports and provides updates to project stakeholders,
sponsors, champion, etc.
Identifies potential problems.
Facilitates problem resolution by determining or recommending and
implementing a risk mitigation strategy.
This position may require working more than 40 hours per week on an
as-needed basis, including weekends.
Responsible for managing one or more highly complex or enterprise-wide IT
program(s) consisting of multiple projects. Develops the program strategy,
supporting business case and various enterprise-wide high-level project
plans. Ensures integration of projects and adjusts project scope, timing,
and budgets as needed, based on the needs of the business. Communicates
with IT leadership, business leadership and IT Business Consultants to
communicate program strategy, direction and changes. Responsible for
delivering all projects contained in the IT project portfolio on time,
within budget and meeting the strategic and business requirements.
Responsible for tracking key project milestones and recommending
adjustments to Project Managers. Partners with senior leadership of the
business community to identify and prioritize opportunities for utilizing
IT to achieve the goals of the enterprise. Must possess extensive knowledge
and expertise in the use of Project Management methodologies and tools.
This is a single or multiple incumbent(s) position that typically exists in
a small to medium size enterprise with multiple project managers, project
leaders and/or project support staff as direct reports.
