The team is a combination of Clemson information technology professionals and experienced consultants, and we are seeking individuals who are highly productive, very flexible, and can work effectively in an environment where ambiguity is common. Team members are expected to contribute with minimal supervision and be self-motivated. The project demands individuals who are strong collaborators, who want to make a positive contribution to the State of South Carolina, and can understand top-level goals and objectives and drive toward them. This position will provide hands-on role of business analyst, training, and change leadership to a team that is transitioning from a traditional “waterfall” SDLC and associated business requirements documents toward a modern “agile” SDLC through the use of collaboration tools, rigorous system analysis and implementation of a commercial rules engine. The project seeks a Business Analyst to assist the team in understanding how to develop BPMs, document the required rules and produce them for use in the software development process. This position demands an individual who is an effective communicator, able to provide training and leadership and who wants to make a positive contribution to the State of South Carolina. The project will use modern technologies and modern software development strategies to replace the State’s Medicaid eligibility systems and develop health information technology. SCOPE OF THE PROJECT: The South Carolina Medicaid Eligibility & Enrollment project is one of the most complex technology development projects undertaken by Clemson University on behalf of the State of South Carolina’s Department of Health and Human Services (SCDHHS). This project is a multi-year effort to replace the State’s Medicaid Eligibility Determination System (MEDS) with a multi-tier application environment that requires modern technologies, technical practices and substantial collaboration with a variety of stakeholders. This system will primarily be a commercial-off-the-shelf (COTS) framework that will be configured/implemented by the State in partnership with Clemson University. Additionally, the State will be transforming its business processes away from a “caseload” model (each worker manages several hundred cases) to a process-driven model where a team of workers manages a process such as application intake, redeterminations, or complex eligibility. DAILY DUTIES / RESPONSIBILITIES: Business Analyst is responsible for understanding and refining the State’s business requirements for the development and maintenance of its MMIS/MEDS systems. Secondly, the BA will assist the State in developing a framework, approaches, and processes to shift its requirements work away from lengthy documents toward succinct well-designed user stories and supporting screen shots/documentation. Additionally, the Consultant will assist the State in developing Acceptance Criteria in a way that can be easily adapted to modern commercial rules engines and structured in a manner that is scalable and sustainable. The consultant will work with the team’s business owners, software developers, and transformation team to meet these goals. We are seeking a consultant who has significant practical experience with the development of business process models and rules as a modern alternative to traditional requirements documentation. This consultant will assist the team in transitioning toward a significant process transformation and through this effort work closely with business owners, business analysts, and our development team to implement a strategy that will lead to a successful project while also making a significant impact on the culture and approach to software development and system implementation. The successful candidate will recognize that the changes contemplated in this project are much more significant than just the system/technology changes and be able to assist the project’s leadership in facilitating material change to organizational culture, processes and systems/technology. REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE): Business Analyst has three major components: establishing requirements for user stories and rules (acceptance criteria) for software development, conducting rigorous system analysis and information gathering for system customization, and participating with project leadership to influence process, culture and system transformation. Candidates must display excellence in all areas. Knowledge and experience with IBM Curam (HCR and CGIS) or alternate social services platform.
