Six month contract Must be a US Citizen, Green Card Holder or have an EAD with excellent communications Location: Ashburn, VA (near Washington, DC) Project Details: The Project Manager (PM) is responsible for overall coordination, status reporting and stability of complex and cross-functional project oriented work efforts. This position assesses and manages initiatives of significant strategic value with enterprise-wide impact. She/he will establish the project framework and project management processes and methodologies to ensure work streams are delivered on time, within budget, adhere to high quality standards and meet internal/external customer expectations. The PM will be responsible for assessing application related projects to build a roadmap. The roadmap will be used to assess resource capacity and demands to establish an allocation model and staffing plan. The position is responsible for tracking key milestones / deliverables and adjusting project plans and resources to meet the needs of customers. She/he partners with senior management from both the business and IT to identify and prioritize opportunities for utilizing IT to achieve the goals of the enterprise. The position regularly communicates with executive leadership regarding project status and performance. Key Responsibilities: The Project Manager: • Responsible for managing multiple efforts with business representatives, management, and leadership in the context of internal/external expectations while prioritizing tasks/deliverables, enforcing timelines, communicating status and delivering on-time, on-budget with optimal quality. • Lead program management efforts by providing oversight and monitoring of Service Level Agreements, Statements of Work, Resource Planning and Billing for the Managed Service Providers. • Facilitate communication among all project teams and outside vendors / providers on key projects to ensure delivery of a quality solution. • Provide regular status reports to key stakeholders while assisting in strengthening the business relationship management and portfolio management processes to ensure there is a clear understanding of business demands, new programs, projects and initiatives. • Ensure that standards and best practices are understood and followed while providing recommendations to IT management on ways to improve processes and service levels. • Responsible for implementing project management principals and follow the PMLC process as defined by the PMO. • Responsible for working with sourcing group, vendors and internal SME’s to develop Statement of Work, RFP and supporting documents. • Participate in business meetings with business representatives and internal IT groups gathering requirements, secure consensus and building project business case, schedule, deliverables and budget. To include, but not limited to, producing the following: • Leadership Project Baseline Report • Project Management Plan • Project Schedule • Project Budget • Project Resource Allocation • Weekly project status report • Executive Steering Committee reports • Any other project documents as necessary (change requests, lessons learned, end of phase reviews, etc.) • Translate business requirements into functional and technical specifications for the development team, and vice versa, clearly communicate technical concepts to non-technical staff. • Understand the strategy and objectives on all projects and provide substantive feedback to the team on all deliverables • Assist in managing project resources ensuring existing and new business projects are appropriately staffed The Project Manager must possess and demonstrate proficiency in the following: Knowledge/ Skills Areas § Project/Program Life Cycle § Requirements Analysis § Business Relationship Management § Vendor Management § Resource Management § Technology Awareness Core Competencies § Project Management § Problem Solving § Process Management § Action Oriented § Decision Quality § Informing § Learning on the Fly § Interpersonal Savvy Qualifications: The successful candidate will have a minimum of 7 years of directly related experience in a business or project management role.
