The Asset and Financial Management Services business unit ensures collaborative and cohesive delivery of asset and financial management IT applications to all executive branch agencies in Colorado. The unit works closely with the internal OIT technical support teams and the Agency Services IT directors to monitor, manage and ensure continuous improvement of the information technology according to industry best business practices to enable effective, efficient and elegant delivery of government services through trusted partnerships and technology. You’ll have the chance to work on special projects like the development of all training for the new and proprietary Enterprise Financial Management System (named: CORE). As the CORE Trainer (Instructional Designer) you will be responsible for creating diverse technical training (instructor led and technology enabled) solutions. In this role, you will develop training program goals, overall program objectives and module objectives; you will work with a variety of subject matter experts to design training curricula and programs, organize it into logical, instructional patterns that are appropriate for the culture and level of expertise of a wide range and level of learners. The curricula and programs you develop must be sustainable over a period of time to be delivered by on-staff technical trainer(s). All material developed will be related to the implementation and use of an enterprise financial management system being introduced to the State of Colorado in July of 2014. Your Responsibilities: Curriculum Design, Development, and Management - Utilize and ensure application of adult learning theory and instructional design to conceptualize, design and develop a variety of course content learning solutions (eLearning, Instructor-Led training, virtual training session, and self-study programs), based on audience learning styles, course content, audience location, and place within the learning process. This includes creating new training programs from scratch, with some subject matter guidance, starting with conducting a formal analysis of training needs. Project Management - Develop and maintain project plans, including resource assignments, risks and issues and provide day-to-day management of assigned projects to ensure objectives are met within the negotiated time frame set out in the project plan. Assessment - Review program and course evaluations, test results, manager and learner feedback on training effectiveness to make recommendations for program improvement and maintain assessment process to evaluate program outcomes and results, relating to program performance Return on Investment. Your qualifications: Education/Training: Bachelor’s degree (master’s degree in organizational development, workforce education, adult education, curriculum development/instructional design, is preferred) Work Experience: 5 + years in professional experience in instructional design applying adult learning principles, polices, practices and delivery in a complex organization Experience in program and project management and managing multiple priorities Experience with Kirkpatrick’s Levels of Evaluation and Blooms Taxonomy Qualities that will make you stand out: Ability to work in a fast-paced matrixed organizational environment where flexibility and adaptability are necessary Certification within the Training and Development body of knowledge (i.e. ASTD, eLearning Guild, DDI, CPLP, MTP, etc.) Some details to be aware of: You may be required to travel to any agency or location throughout the state to provide services; and An extensive pre-employment criminal background check will be conducted as part of the selection process.
