Job Title: Technical Business Analyst w/Infrastructure Security

SCOPE OF PROJECT
Background:
The South Carolina Department of Revenue (SCDOR) has, as a strategic vision
for the agency, an IT infrastructure project called (Phoenix 2014) that
will allow the agency to achieve its long term goals of implementing a new
tax system, resolve system issues relating to End-of-Life production
systems, IRS remediation issues, current security network issues, replacing
systems that are at the end of their lease and network segmentation
requirements. This project will allow the DOR infrastructure to provide
timely information regarding compliance, tax collections and financial
forecasting going forward.

Summary:
Under limited supervision reporting to the Technology Services Division
(TSD) Management and/or a Project Manager, serves as a Technical Business
Analyst responsible for analysis and design related to infrastructure
security projects and/ or noted activities.
This contractor will be one member of a team that is comprised of proven
experts in some or all of the fields of networking, virtual environments,
security, encryption, network automation, centralized IT management,
Microsoft server, and networking environments. This intent of this work
order is to provide implementation and maintenance documentation on the
network and networked systems at the SCDOR.
The contractor
Serves as technical business analyst for specific South Carolina DOR
projects and activities with a focus on security configuration within the
SCDOR networks
Assists Agency management and project stakeholders in information
technology planning related to the SCDOR program
Is required to follow SCDOR’s project management methodology, software
development life cycle, and configuration management policies

Specific Duties and Responsibilities:
Analyzes system configurations and corresponding documentation to evaluate
the level of completeness of the documentation
Engages relevant managers and technicians to identify current processes not
documented.
Develops infrastructure documentation and procedures as needed to comply
with the National Institute of Standards and Technology (NIST) guidelines.
Works with technicians to produce functional specifications, in compliance
with NIST, for system enhancement and maintenance.
Works with application system managers to review system integrations.
Produces documentation and processes for configuration management with
respect to application systems.
Performs other duties and special projects as assigned.

SKILLS REQUIRED:
An associate degree in computer science and five years experience in new
computer systems development, network management, or related field; or a
bachelor’s degree in business administration, computer science,
mathematics, statistics, management information science or other
engineering related degree.
Five years’ experience working in Information Security departments within
government or financial services sector
Experience in developing and maintaining documentation for policies,
procedures, and best practices.
Ability to conduct research into infrastructure issues and products as
required
Ability to deal effectively with the needs of technical peers, technical
and user management, users, vendors, and staff members, and to communicate
clearly and effectively in spoken and written form
Excellent writing, editing and proofreading skills
Flexible and easily adapts to changing priorities

SKILLS PREFERRED:
Current industry certifications for Microsoft, Security, VMware, Brocade,
Cisco
BA, QA certifications & experience
Experience with VMware
Experience with firewalls, web filters
Support of web-based applications for internal (intranet) sites and
external (internet) sites
Knowledge of software development lifecycles and migrations from different
environments, such as development, production, etc.
Knowledge of Windows Server 2008, Sharepoint 2010, Project 2003, SCCM 2012,
Windows 2012
Active Directory administration
Hands-on technical knowledge of network and server operating systems
Working technical knowledge of internet protocols, tools and techniques
including but not limited to:
Internet Information Server,
Internet standards, including TCP/IP, and DNS, DHCP
Server operating systems installation and configuration
Internet security
Virtual Private Networking (VPN),
TCP/IP, Local Area Networks (LAN)
Wide Area Networks (WAN)
Dell and CISCO equipment, Dell and EMC SANS
Microsoft Office 2010
