Please send the resumes at su...@cncconsulting.com Job Title: Business Process Location: Tallahassee, FL Duration: 2 Months This position will be required to complete budget estimates and documentation in support of a Legislative Budget Request (LBR) for Modernization of the Department’s Financial Management (FM) Suite. FM is a four-system suite responsible for (1) Management of the Department’s Work Program (2) Federal Authorization and Reimbursement through FHWA (3) Project Cost Allocation for the Work Program. The documentation that must be completed as part of this assignment includes: Schedule IV-B for Information Technology Project; Appendix A: Cost Benefit Analysis; and Appendix B: Project Risk Assessment. The description, requirements, and applicable templates for these documents, for the 2015 – 2016 Fiscal Year, are listed on the Florida Fiscal Portal athttp://floridafiscalportal.state.fl.us/Publications.aspx. This documentation must be provided, reviewed and accepted by key Departmental Staff by September 22, 2014. An IT Budget Consultant is responsible for providing the required documentation to support requests for Budget from the Florida Legislature. They must follow all guidelines, templates and directions to ensure the request is complete and supports the Legislative Budget Request(s) being documented by the Department. IT Budget Consultants must have knowledge of the components of an Information Technology Budget Request, and in particular in the Application Development and Deployment arena. They must understand the options that are available within the planning for a large-scale, enterprise-wide application effort such as the Build, Buy or Hybrid approach. They must be familiar with typical business and governmental concepts such as Business Process Reengineering, Cost Benefit Analysis, Return on Investment (ROI), Payback Period, Inflation Factors, Risk Assessment, and Project Management Planning. An understanding of the Department’s Work Program process, Cost Accounting, Transportation Agencies and State Government Budgetary Process will be needed to complete this work. In addition, a knowledge of ERP Implementations in the Accounting and Transportation Planning field is needed. KSAs Ability to prepare detailed Cost Benefit Analysis for large-scale, enterprise-wide system. Ability to prepare detailed Project Estimates for a large-scale, enterprise wide system. Ability to research current-day applications and identify the total cost of ownership of the applications. Ability to identify potential technology options for modernization of the FM Suite. Ability to provide weekly (or as-needed) briefings to Executive Management and/or Budget Office Staff on the progress of the Schedule IV-B. Knowledge of basic project management methodology and tools, including scheduling, status reports, budgets, and cost estimates. Knowledge of the State of Florida Legislative Budget Request process. Knowledge of State of Florida FLAIR System. Knowledge of the Florida Department of Transportation’s Work Program Development Process. Knowledge of the current ERP/COTS offerings in the areas of Cost Accounting, Financial Planning, Contract Management, Cash Flow Projections and Transportation Project (Work Program) Management.
