Oracle DBA* *Location: Austin, TX.* *Duration: 2080 Hours* *Job Description:* Data Base Administrator performs highly complex database administration work. Work involves the transformation of research and reporting requirements into data system designs to provide for effective and efficient data storage, retrieval, customization, and archiving. The position will have primary responsibility for analyzing the business needs of Data Analytics (DA) Team and other Medicaid/CHIP (MCD) staff related to MCD data in various HHS system, designing and implementing processes to transform data from various systems for use in OLAP data systems for addressing those identified needs, training Data Analytics staff in the structure of the DA Data system and training DA and other MCD staff about data retrieval from the DA data system. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment. The ideal candidate will be good at multi-tasking, analyzing priorities, documenting requirements, communicating clearly (both written and verbally), and setting/meeting expectations. The candidate relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks and is expected to use a wide degree of creativity and latitude. Must be able to communicate with a broad array of individuals. All communication with internal and external staff will be handled in a professional manner. Understanding of data structures, data migration/conversion/transformation and concepts of both relational and multi-dimensional database design. Essential Job Functions: • Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. • Consults and coordinates with Data Analytics Team and other MCD staff in order to identify business needs related to data in the various system, and develop and implement processes to transform data from various systems for use in OLAP data systems to address those needs. It includes but not limited to A. Clarify, understand and document business rules and requirement specifications for both ownership and viability modules in collaboration with business area staff and other IT project team staff. B. Conduct and lead systems and user acceptance testing, document inconsistencies and defects, and work to resolve them. C. Define, document, and understand all data definitions, business processes, business meaning and usage of Medicaid databases. • Performs all duties necessary for the design, development, maintenance and tuning of data systems related to Texas Medicaid, CHIP and related programs' eligibility and the acquisition, extraction, transformation and loading of data from various system into those systems. It includes but not limited to D. Develop schemas in Oracle DB to support Tableau Server analyses. Monitor and tune database performance. E. Develop and maintain ETL processes for grooming data sources and merging them into Oracle DB schemas designed to support Tableau Server and other analytical tools. F. Administration of Tableau Server and design of Tableau data extracts G. Design of Tableau worksheets and dashboards H. Develop and maintain complex Excel spreadsheets that incorporate VBA programming to extend Excel functionality • Consults with and provides training to Data Analytics Team and other MCD staff about the Data Analytics Data system including data structure and the design and implementation of data querying tools specific to the needs of Data Analytics Team and other MCD staff. • Performs routine and ad hoc report design, development and production. • Performs other duties necessary to achieve the mission of the Medicaid CHIP Division. II. WORKER SKILLS AND QUALIFICATIONS * Minimum Requirements:* Years Skills/Experience 1. Experience in the Information Technology industry. 1. Development and maintenance of large Oracle database, more than 10TB of data, over 1G number of rows. Experience with performance and conformity testing. 1. Experience in SQL programming. Ability to create and update Oracle-based stored procedures. 1. Experience with system integration testing. 1. Experience facilitating interpersonal interactions involving design, development, testing, peer reviews, and implementation activities including developers, business analysts, development and QA teams while ensuring that system requirements are documented, complete and accurate, and that system support, release notes and maintenance documentation is complete. 1. Ability to elicit requirements from multiple stakeholders with different knowledge areas, clearly and concisely document identified requirements, and provide an integrated solution for projects of varying size and complexity. 1. ETL Technologies, data cleansing, data transformation, ETL automation using scripting languages. 1. Experience developing user acceptance and systems test plans, test scenarios, test processes and schedules, and pre-test training. Experience designing and coordinating defect reporting and validating defect fixes. 1.
