Vendor will lead new initiative to rewrite the Docket Management System (DMS) from ColdFusion Version 10 to .NET Framework 4.0 or higher. The vendor will be responsible for transferring knowledge and training the PSC’s Senior Applications Analyst. Thus, the vendor will not only rewrite the DMS in .NET Framework but will also operate in knowledge transfer mode and training. The vendor must be available to work in the PSC’s offices, when transferring knowledge and providing training to the Senior Applications Analyst. Upon completion of the rewrite of DMS, the Senior Applications Analyst will be able to update and maintain the Commission’s DMS independent of assistance from the vendor. The vendor will serve as a senior resource in troubleshooting and solving complex technical issues and assist agency management in making short and long term decisions regarding information technology growth and development. Knowledge of and field experience with Windows Server operating systems with skill emphasis on installation, configuration and monitoring expressly related to Microsoft Exchange 2007 and 2010 is absolutely essential. Knowledge of SQL Server, ColdFusion, C#, Visual Basic, and .NET are required. Ability to establish positive working relationships with technical staff, customers and others involved in server management.
