*Position Summary* :
This position will be responsible for the development and maintenance of
data migrations for applications and databases for the agency. Primary
duties include analyzing, writing and maintaining applications and web
services for capturing and moving data to and from multiple sources and
formats. Other duties include consulting and assisting staff to determine
problems and finding solutions, documenting and monitoring progress of the
systems, following schedules, and completing assigned tasks within
determined deadlines.
*Responsibilities :*
• Analyze, write, and maintain web and windows based
applications, web services, ETLs, data flows, and stored procedures and
database packages.
• Develop data mapping and migration documentation
• Document business process and how data is stored for new and/or
modified applications, including operational procedures and manuals.
• Develop needed data marts, queries, views, and reporting tables
as part of a larger data warehousing initiative
• Support migrating data into the agency’s enterprise information
management system TEMPO360
• Work closely with both the Database Administrator and
Development staff and provide technical leadership on complex data
migration projects.
• Develop applications that utilize data using XML, delimited,
fixed width, and relational database structures.
• Designs, codes, tests, and debugs new application software
programs and/or makes enhancements to existing application software
programs of all levels and monitors application software systems to ensure
proper execution and performance.
• Executes and monitors that tasks conform to shop techniques,
standards, policies and procedures and follows established guidelines
through a complete Software Development Life Cycle
• Prepares and formulates detailed system scope, project cost,
time estimates, IT and infrastructure requirements for new and existing
information systems.
• Prepares complete detailed specifications from which
application software will be written.
• Assist, direct, train and coordinates the work of less
experienced application software developers and/or application system
analyst staff; Assist with development and design of complex applications.
• Develop needed database queries, reports, spreadsheets, and
data cleansing. May assist with data quality and complex agency and metric
reporting needs
• Performs related duties as assigned.
*Job Requirement*
• Advanced knowledge of information system design and new system
design techniques is required.
• Advanced knowledge of techniques, policies, standards and
techniques used for application development is required.
• Advanced knowledge of data processing and database concepts;
advanced development experience creating and using database objects in
Oracle and/or SQL Server is required.
• Advanced experience in developing ETLs, services, and migration
applications for handling, transforming, and moving data for internal and
external facing data is required.
• Experience with Object Oriented Programming (OOP) is required;
advanced experience with ASP.NET/C# is required; Experience with Java/J2EE,
Perl, XSTL, and XQuery is a bonus.
• Experience developing and using XML and Web Services is
required; Experience with Windows Communication Framework (WCF) and Altova
MapForce for ETL development is a bonus.
• Advanced experience with various program development
applications/tools is required.; Experience using Visual Studio Team System
and Visual Studio Team Foundation Server are preferred;
• Advanced experience in SharePoint developing custom workflows,
using business connectivity services, custom components, and external
information systems integration is a bonus; Experience with reporting using
SharePoint is a bonus
• Self-starting individual with strong interpersonal,
communication and leadership skills that can work independently or within a
team is required.
• Ability to perform advanced problem solving and analytical
analysis is required.
• Ability to work with customers of various backgrounds and
technical abilities is required.
• Thorough knowledge of and experience in implementation of
Systems Development Life Cycle is required.
• Thorough knowledge of the most recent advancement of
information technology equipment, operation, capabilities is a bonus.
• Thorough knowledge of both system and business applications and
competent to work at the highest technical level and/or specialized area.
• Ability to read and understand complicated technical manuals is
required.
• Effective communication skills, both oral and written is
required.
• Ability to manage multiple application development software
projects and related priorities; Ability to practice effective time
management is required.
• Ability to create and maintain detailed records and application
documentation is required.
*Position Responsibility* :
Position works as a highly technical specialist, responsible for developing
complex computer information systems for a variety of agency and program
areas. Works with higher-level staff and/or management to outline general
objectives and expectations that position will follow to meet requirements
of the agency. Position may serve as team and/or Project lead responsible
for completion of a project phase. Position's work is reviewed for
attainment of objectives and compliance with policy and practice.
