This is NOT an operational role. Gathering data both internally as well as externally for development/maintenance and deployment of infrastructure services. Understand and articulate the requirements in terms of infrastructure encompassing hardware, LAN and WAN services, telephony services, electrical supply (UPS, Generator), cooling and fire suppressant systems and ensuring availability of infrastructure services. Design, implementation, support, monitoring and maintenance of infrastructure software platforms, including but not limited to server / client operating systems, messaging and database services, reporting platforms, Citrix, VPN, Web Services, web proxies and communication protocol including but not limited to CICS, SNA, TCP/IP. Develop operational, installation, configuration and upgrade documentation for communication systems, hardware, network, security, storage, software and other computer related systems. Serve as a liaison between other technical staff, management, users, and vendors regarding service requests, usage, standards, security, and other technical matters. Provides on site or remote access diagnoses and resolution of computer hardware and software problems. *Position #2:* Title:Senior Business Process Analyst Consultant Location:Towson Maryland Duration: 1 Year Role • Defines the problems or opportunities for improvement and analyzes and develops plans and requirements in the subject matter area for moderately-complex to complex operational areas. • Coordinates the preparation of analysis, evaluations and recommendations for proper implementation of programs and operational improvement including but not limited to: information technology, public health, education, public safety, social services, human resources, transportation, public works and environment. • Assists with training and implementation of an organization-wide Lean/Six Sigma quality education outreach program that trains and certifies county employees in Lean Six Sigma Yellow Belt and Green Belt methodology. • Utilizes data analytics to evaluate historical trending workload supply and workload performance data. • Assists with the management of improvement initiatives from a structural, functional and organizational change perspective. • Provides management consulting recommendations to senior leaders. • Communicates diplomatically with all levels in an organization from front-line staff to senior executives. • Provides coordination and facilitation for project work done in a team environment. Skills • Bachelor’s degree in Business Administration, a Computer/IT related field, Human Resources Management or related field. • 10 years’ work experience • 5 years’ experience participating in process improvement or organizational change initiatives. • Lean/Six Sigma training and experience • Project experience executing DMAIC life cycle based improvement projects • Strong written and verbal communication skills – specifically with regard to writing executive level summaries, reports, and conducting presentations. • Strong coordination and facilitation skills • Experience conducting workload analysis • Specific experience with data analytics and data modeling • Experience with organizational change management such as: • Stakeholder management • Development of Organization Mission & Vision • Development of communication plans – specifically integrating individual change initiatives into strategic mission and vision • Experience developing business case estimation and evaluation such as: • Develop performance metrics • Develop and evaluate measurement systems • Understand and interpret time-value of money and Net Present Value methodologies • Explain financial and non-financial project benefits and the inter-relation of initiatives to benefits Preferred Skills • Master’s degree preferred • IT Services Management preferred Required Submission • Resume including work experience for at least the last ten (10) years. Three project references including contact name and phone number. • Two work project deliverables created during process improvement initiatives. May include either summary reports or process analysis tools. Both may be redacted as necessary. • One writing sample to be completed on-site at time of interview. Sample will be an executive summary brief related to submitted work product samples. *Position #3:* *Title:IT Support* *Location: Montgomery County, MD* *Duration:6 Months (with extension)* Role 1) Administration of an organizational unit (OU) within the County’s Microsoft domain. Contractor will use Active Directory tools to create and maintain user accounts, as well as control security access to the Division’s data assets. 2) User support for a population of approximately 60 employees and contractors at all skill levels. This will include troubleshoots, installation of software, and follow-ups for tickets generated by the County Help Desk. Some users will require occasional impromptu training in standard and in-house applications as well. 3) Providing assistance and/or coordination for the implementation or maintenance, of a variety of systems including desktop pcs, mobile devices (cell phones and tablets), Microsoft servers, and SQL servers. Proprietary applications implemented by parking technology vendors will require the contractor’s participation with the vendor in troubleshooting and to ensure network connectivity and security access. These systems may include garage pay systems, elevator monitoring systems, and parking meter auditing and configuration applications. 4) Development/maintenance of database applications using standard tools. The Division has databases developed in-house in Microsoft Access with VBA code, which the contractor will support. These applications may be migrated to the .NET environment in the future. 5) Participation in working groups: the contractor will represent the Division in Department-level I.T. group meetings and provide cooperation in initiatives mandated by the Department of Technology Services.
