The team will be responsible for a high level inventory of the required business rules and will compare the categories and uses of the rules across all product and market segments. This comparison will lead to the ability to determine where in the rules hierarchy each of the business rules categories should reside. This team will not capture and define all of the business rules that are required to define all transactions, products, and entities within the group administration system. That will ultimately be the responsibility of the requirements team for each specific release. The value that this team will provide will be the mapping of business requirements categories to the process maps and the determination of where in the hierarchy the rules categories will reside. *PROJECT GOALS/OBJECTIVES* What are your goals for this project? What should be the end-product/deliverable(s) for this project? • Inventory of *rules categories to support the future state Level 3 process maps* • Identification of where in the hierarchy each of the business rules categories will reside *PROGRAM DESCRIPTION* • Scope We are looking for an individual that can help to analyze process maps, work instructions, system documentation, and Subject Matter Expert (SME) interviews to determine what rules categories are required to support the current state process. In addition, once current state has been collected this individual will lead the team and participate in the analysis of the rules across products, processes, and market segments to determine where in the group administration hierarchy the rules categories can reside and where overrides will be required. The individual should be able to review the process maps, make a determination as to which of the steps in the process maps will require business rules and work with the SME’s to define the type of business rules that will be required. It would be expected that the consultant would determine which of the steps have business rules associated with them. For example, “Specify if there is a Probationary Period and if so how long” would require business rules. The consultant would then document that the product/market segment required rules for a probationary period and leverage existing documentation or Subject Matter Expert interviews to determine that the rules applied to when an individual will begin to receive coverage, and that the rules are defining a period of time that must elapse. Once all of the rules categories (probationary period for example) have been documented across the product and market segments, the project will then compare the rules across the products to determine where in the hierarchy the rules can reside. To continue the above example, the project may determine that all products define a period of time that an individual must be employed or eligible before benefits can begin with the exception of one product. The recommendation of the team would be that the rules that describe probationary period should exist at the “Company” (highest) level in the group administration rules hierarchy with an override for the one outlying product. • Staffing Requirements We are asking for a senior BA to support this level of analysis. The individual should be familiar with group insurance products and the concept of business rules.
