*Project Manager (Delivery Lead)*

*Detroit, MI*

*Initial Contract Duration: 6-7+ months, likely extension*

*Max Rate: $65/hr on a C2C*

Ø  *Minimum 8 years related experience preferred*

*The focus of this position is that the manager REQUIRES PREVIOUS
HEALTHCARE EXPERIENCE,* *IT Technical Leads and candidates MUST be able to
come for a face to face interview. *


Has a project team, including senior technical personnel reporting to
them.  Requires extensive knowledge of the supported business area as well
as the area being managed.  Coordinates information management solution
development/implementations.  Reviews scopes/plans and prioritizes one or
more projects.  Assures adherence to corporate policies and project
delivery procedures.  Reviews and ensures a high level of quality and
service are maintained by meeting or exceeding commitments.  Initiates,
develops and enforces standards and procedures in support of improved
service.  May be heavily involved in technical decision-making activities.
Relies on experience and judgment to plan and accomplish goals.  Has wide
latitude in determining creative solutions to strategic and operational
needs.

*Essential duties and responsibilities include the following.  Other duties
may be assigned:*
The selected individual will manage, facilitate, and create enterprise
level visibility of the overall progress, dependency, issues, and risks
across the Programs.  The individual must be able to straddle in and out of
technical and operational status details and produce succinct assessment of
overall direction of the Programs at any point on the execution timeline by:


   - Overseeing/maintaining a multi-year cross-program execution schedule
   (Release Calendar)
   - Monitoring inventory and development of technical widgets, vendor
   deliverables, and other work packages involved in delivery of multiple,
   concurrent, cross-Program releases.
   - Participating in Quality Reviews of Conceptual Designs, Detail
   Designs, Detail Test Plans
   - Collaborating with Program leadership teams and change control
   committee(s) to monitor dependencies and schedule impacts as they relate to
   Program deployments
   - Supporting Program Managers with issue, risk and defect
   resolution/escalations as appropriate
   - Monitoring and supporting the adherence to the overall test strategy
   across programs
   - Providing direction and guidance to Program teams challenged with late
   critical component   delivery (via e.g. SWAT team leadership)
   - Being a voice for the Program teams in Executive updates on IT
   enterprise readiness for the Programs.
   - Analyze and document information and data required to achieve business
   goals
   - Conduct formal and informal meetings with appropriate subject matter
   experts in both large group and one-on-one sessions
   - Develop project charters
   - Define project scope
   - Develop project work breakdown structures
   - Define and sequence project activities
   - Work with subject matter experts to estimate activity resources and
   durations
   - Develop project schedules, budget and resource forecast
   - Develop project communication plans
   - Develop project quality plans
   - Develop and maintain project plans
   - Identify and manage project risks in coordination with Program Risk
   Management
   - Manage project execution and IT delivery, providing day-to-day project
   leadership
   - Manage integrated change control processes in coordination with
   Program Management
   - Provide status reporting consistent with the project communications
   plan
   - Manage to  work stream success through close coordination and
   cooperation with business leads and IT technical leads
   - Facilitate the IT architecture solution and detailed design
   - Manage project skills and staffing plan and identify resource gaps and
   contention issues
   - Manage progress of project milestones and deliverables
   - Facilitate issue resolution and decision framework processes


*Organizational environment:*
The company is executing an unprecedented number of key and large Programs
related to PPACA (Patient Protection and Affordable Care Act),
simultaneously over the next three years.  The Programs have their delivery
milestones across multiple releases and tracks.  Coordinating across
releases and tracks within each Program is complex.  While the Programs
appear to be self-contained entities, most have dependencies with another
Program or project.  The dependencies have multiple dimensions that include
architecture, data, code modules, infra-structure, test environments,
personnel, and vendors.  We are looking for a seasoned, expert Enterprise
level Technical Program Manager who will monitor, guide, and actively
support the Program Delivery teams to keep the Programs ¿on track¿ (e.g.
timeline, scope, quality, technical widgets, work package) through the
lifecycle phases and releases..

*Top Three Skills/Experience*

   - Manage project execution and IT technical delivery of healthcare payer
   projects, providing day-to-day project leadership.  Candidate MUST have a
   technical background.
   - Manage multiple work streams of IT technical project delivery through
   close coordination/cooperation with Business Leads and IT Technical Leads
   - Overseeing/maintaining a multi-year cross-program execution schedule.
   Monitoring inventory and development of technical widgets, vendor
   deliverables, and other work packages involved in delivery of multiple,
   concurrent, cross-Program releases.


*Required Skills/Experience*

   - ***Mandatory **-** Prior Healthcare Payer processing systems (Claims,
   Membership, Eligibility, etc.)***
   - Facilitate the IT architecture solution and detailed design
   - A high proficiency level in specific job related skills is required.
   - Providing strategic planning and comprehensive senior level technical
   consulting to IT senior management and senior technical staff.
   - Evaluating compliance with the organization's technology standards
   - Guiding and consulting with IT management and technical staffs
   regarding use of emerging technologies and associated services.
   - Participating in the evaluation, selection and application of new and
   emerging tools and techniques.
   - Has wide latitude in determining creative solutions to strategic and
   operational needs.

*Preferred Skills/Experience*

   - Minimum 8 years related experience preferred

*Educational Requirements:*

   - Master's degree in related field preferred.
