*System Analyst (SA)* *Candidates MUST be local. Out of States candidates will not be considered. Must interview in person (No phone/skype interviews)* *Contract position until – Jun/2015* The System Analyst (SA) works closely with the Business, Information Technology (IT) staff, outside solution providers to proactively identify, develop, and drive short-term and long-term application strategies. System analysts assess the suitability of information systems in terms of their business, data, application, technical, and security needs. Often the SA will serve as a technical expert working directly with the customer, IT, or solution providers to determine and/or develop systems specifications, data input/output processes, hardware/software requirements, and coordinating the design of any subsystems and integration components. The SA gathers information by conducting interviews, participating in joint working (JAD) sessions, and possibly site visits. These analysis activities determine the business, data, technical, interfacing, and operational requirements associated with the complete business solution. The System Analyst manages the many aspects of the system architecture design, technical requirements, and the development phases of an application implementation project. Tasks may include preparing user or application documentation, documenting system configuration, developing system testing scripts, documenting system interfaces, and creating installation guidelines. SA duties and tools vary but standard industry frameworks are to be used in the development of system documentation, diagrams, and other required deliverables. The SA should become familiar and require strict adherence to all client and ITD PMO, Security, Quality Assurance, Change Management, and Release Management practices. The SA position reports to the Director of Applications and Compliance and is assigned on project by project basis, some local travel will be required. *Key Responsibilities* Maintain professional interaction with internal & external teams, management, other organization service units, and with end users. Perform assessments of the system flowcharts, functional specifications and logic, input/output requirements, reports and functional database design for logistical processes Develop, document and revise system design procedures, test procedures, and quality standards. Review manuals, periodicals, and technical reports to learn how to develop programs that meet staff and user requirements. Experience working with a variety of information systems and data files, including large and complex files: analyzing file structure, using and creating file layouts, transforming raw data into finished products. Perform root cause analysis on issues identified and propose solutions to address them Capable of acting independently to determine methods and procedures on new assignments. Manage IT change control program including routine maintenance and substantive systems changes while maintaining compliance to regulatory standards. Experience with Use Case design/analysis/specifications to understand and document how data is used, business functionality and rules Map requirements to product functionality and identify any gaps Create test plans and execute test plans/scripts. *Experience & Skills* Bachelor's degree in Computer Science, Computer Information Systems, Information Management or equivalent work experience preferred Understanding of software development lifecycles (i.e. Agile, SCRUM, Waterfall, Iterative) Experience and knowledge of databases and/or data warehouse is desired Strong understanding of testing methodologies for functional, systems, integration, performance and UAT. Able to foster a collaborative work environments and demonstrate excellent leadership skills Possess strong organizational, presentation and customer service skills Possess excellent problem-solving, analytical and time management skills. Excellent oral and written communication skills and an ability to work well within a team and project environment. Proven track record in driving complex system integration projects and converting / transitioning / consolidating businesses to new application platforms.
