Public Data Business Analyst Location: NYC Duration: 1860 hours (12 months) This position is a 40 hour work week. I will need two professional references Job Description: SCOPE OF SERVICES Under the direct supervision of the Public Data Director the Data Analyst will be required to structure the DOT Open Data content in various formats (web, agency-wide data dictionary,internal inventory) and be able to use each datasets, in its final version (lists, tables, graphs, charts, electronic file and/or other mapping formats) to evaluate, integrate or present data as needed by the public. Independently handle public dataset requests and ensure that the agency is in compliance with the Open Data Law (Local Law 11) passed in 2012. The data analyst will also partner with operational units to extract data from internal databases and tracking systems to efficiently correlate complaint data with agency actions to identify a trend related to a policy or procedural change, respond to a public scenarios or requests, or as needed by the agency for a special project. The candidate will be expected to: • Maintain the agency datasets and data feeds available on the DOT website and the City’s Open Data site. • Ensure the agency meets the requirements detailed in the Open Data Law (Local Law 11 passed in 2012). • Become a subject matter expert (SME) for DOT public data portfolio, developing in-depth knowledge of the business areas outlined above, including existing data sets and sources, business processes. • Handle public data requests and issues related to usage, enhancements and new offerings. • Identify dataset priorities based on the agency compliance to the Open Data law and taking into consideration public demand. • Develop and maintain data dictionaries and execute agency data governance policies. • Analyze agency CRM and tracking system data as requested by the Press Office for media inquiries, Legal for FOIL or litigation purposes, and for operational units and present in requested format or in layman’s terms. Identify trends or other key factors related to a condition, policy and/or operational procedure requested to analyze. Use analytic and presentation skills to empower executives and program leaders to drive agency agility and make better decisions • Present data analyses and information in various design formats targeted to a specific program consumer group, such as the executive office, field operational units, community associations, students, etc. • Produce user friendly, dashboards, charts, reports and other tools for programs and management. • Support development enterprise information technology systems that serve as the backbone of the Agency's operations. • Analyze and enhance existing processes to handle and organize electronic and physical information and records. • Ability to communicate results in writing and verbally, participate in team meetings and discussions. • Experience with Socrata Open Data portal and with open source software products, such as CKAN or DKAN is highly desirable. • The candidate will need to work closely with clients, business analysts, project team members, other City agency personnel and the public. MANDATORY SKILLS/EXPERIENCE Note: candidates who do not have the mandatory skills will not be considered. • BA/BS Degree or above, in a technology or analytical or other related field • 2+ years experience in utilizing Microsoft Excel and Pivot Tables to analyze unstructured data to present meaningful information and graphs • 2+ years experience with GIS data management & analysis using software such as ArcGIS Desktop, QGIS, Jump amongst others • 4+ years experience with databases such as SQL Server, MySQL, Oracle and SQL queries • +1 year experience with Data Mining, developing datasets types and metadata • Exceptional communication, presentation and leadership skills. • Ability to problem solve, while balancing competing priorities, as well as complex situations and tight deadlines.
