Workers) submit to and satisfy criminal background checks as authorized by
the Texas law. No fees for interviews or discussions, which occur during
the process of selecting a Worker(s) will be covered.



The Health and Human Services Commission (HHSC) and the Department of State
Health Services (DSHS) developed the Youth Empowerment Services (YES)
Waiver program. The YES Waiver provides comprehensive home and
community-based mental health services to youth between the ages of 3 and
16, who have a serious emotional disturbance. The YES Waiver not only
provides flexible supports and specialized services to children and youth
at-risk of institutionalization and/or out-of-home placement due to their
serious emotional disturbance, but also strives to provide hope to families
by offering services aimed at-keeping children and youth in their homes and
communities. There are automated processes in place for processing YES
Waiver authorizations and claims, but they involve duplicate entry and are
inefficient for the local mental health authorities (LMHAs). The Home and
Community Based Services-Adult Mental Health (HCBS-AMHI) program provides
intensive home and community-based services to adults with extended tenure
in state mental health facilities in lieu remaining long-term residents of
those facilities. This allows the residents of state mental health
facilities who no longer require an inpatient level of treatment, but need
specialist supports, to be placed in facilities so they may return to the
community and function successfully. There is no automated claims payment
system in place for the HCBS-AMH program and it is currently done manually.



There are four primary goals of the YES Waver Batch / HCBS-AMH project. The
Clinical Management for Behavioral Health Services (CMBHS) system is an
electronic health record for behavioral health. It will be modified to
automate the processes and integrate coordination of care.



1. Implement YES Waiver data uploads from LMHA systems directly into CMBHS.
Approximately 81,000 YES Waiver documents are added or updated in CMBHS
each year. This project will enable LMHAs to enter YES Waiver documents in
their local data system and be uploaded to CMBHS through a batch process.
This will speed up approval resulting in services being provided to clients
quicker. Also, a report and real time inquiry view be created so LMHAs can
check on the status of pending YES Waiver approvals.

2. Allow LMHAs the ability to send claims directly to Texas Medicaid &
Healthcare Partnership (TMHP). Currently, claims are entered in CMBHS by
the LMHA, then CMBHS transmits to TMHP for processing. This project will
create a path where the LMHA can submit claims directly to TMHP. This will
reduce the amount of time it takes for clams to be processed and reduce
DSHS YES Waiver staff time performing claims management functions. To
ensure CMBHS client information remains current, DSHS will receive a report
from TMHP to upload to CMBHS for updating client records.

3. Recommend modifications to the current HCBS-AMH manual processes to more
closely align with the YES Waiver process in CMBHS. Aligning the business
processes for HCBS-AMH to more closely resemble the existing online YES
Waiver functionality will enable efficiencies once HCBS-AMH is implemented.

4. Identify and implement modifications to the CMBHS YES Waiver automated
processes that will support HCBS-AMH. Through the identification and
modifications of the CMBHS YES Waiver functionality in anticipation of
HCBS-AMH, the development of new functionality for HCBS-AMH will be
minimized.



This resource will design the new YES Waiver transactions, estimate work,
review code, write code, test code and ensure that bug free code is created
and migrated to testing and production environments in accordance with
established processes and procedures. This positon will also ensure that
written documentation and system specifications contain all needed
information for development activities prior to development work beginning.

The YES Waiver Batch .NET Programmer shall perform IT activities that
include but are not limited to the following:

   - Design new and enhance existing C# and ASP.Net screens using Visual
   Studio 2013.
   - Maintain written documentation of programs and databases.
   - Improve integration with existing products and service lines.
   - Other reasonable services as necessary to ensure that the tasks listed
   above can be successfully performed.
   - Report activity status to the Project Manager and/or Technical Manager.

*III.        TERM OF SERVICE*

Services expect to start as soon as possible and are expected to be
completed by August 31, 2017.  Total estimated Worker hours shall not
exceed 344 hours for FY16 and 2008 hours for FY17.  This service may be
amended, renewed, and/or extended providing both parties agree to do so in
writing.



*IV.        WORK HOURS AND LOCATION*

   1. Services shall be provided during normal business hours unless
   otherwise coordinated through the employer. Normal business hours are
   Monday through Friday from 8:00AM to 5:00PM*, *excluding State holidays
   when the agency is closed.
   2. Pre-approved, written authorization for travel for any services to be
   performed away from the primary work location(s) will be provided.
   Pre-approved travel expenses are limited to the rates and comply with the
   rules prescribed by the State of Texas for travel by its classified
   employees, including any requirement for original receipts.
   3. The Worker(s) may be required to work outside the normal business
   hours on weekends, evenings and holidays, as requested.  Payment for work
   over 40 hours will be at the hourly rate quoted and must be coordinated and
   pre-approved.
