Hourly rate: Market all inclusive
Assist our client in developing and implementing an ArcGIS Server
application to support emergency response. The Cleint currently uses ArcServer
9.3, ArcInfo 9.3 and Microsoft SQL. The Emergency Support Function 8 (ESF8)
Planning Section, Situation Unit provides data support to the State Emergency
Response Team (SERT) ESF8 leadership during emergency response. Situation Unit
personnel analyze data from many sources i.e., Internet, spreadsheets, and
meetings to provide planning information. Many hours are utilized to complete
the Incident Action Plans for each event. The Situational Unit is in need of
web-based alternative which visually displays geographic information on public
health and medical resources and populations.
Issues with current process:
? Inability to publish data via Internet/Intranet
? Event(s) analysis is time consuming
? Event data is not real time
? Inefficient report production
? Unable to receive real time data feeds from other key databases or
sources i.e., NOAA, Emergency Status System.
The developer will assist ESF8 Situation Unit personnel with the design
and implementation of an ArcServer application. The developer will adhere to a
standard DOH practices that ensure the integrity and quality of project
deliverables. The developer will report to the designated project manager for
ESF8 Situation Unit GIS Project. The developer will participate as a member of
the ESF8 Situation Unit Team and will be physically located at 4052 Bald
Cypress Way, Tallahassee, Florida. The developer will produce a monthly status
report which outlines project status.
DELIVERABLES
Key project deliverables will be documented in monthly status report
detailing accomplishments, issues and tasks in progress. The deliverables for
this project may change as the project matures.
? Within 14 days of the direct order begin date, the developer shall
provide a Project Implementation Plan which integrates into the larger ESF8
Situation Unit GIS project.
? Based on the Project Implementation Plan milestones, the developer will
deliver a prototype of an application to be tested by ESF8 Situation Unit
personnel.
? Based on Project Implementation Plan milestones, assist users with
modifications to application to meet event-driven scenario parameters.
? Based on Project Implementation Plan milestones, conduct application
training for ESF8 Situation Unit personnel and other end-users.
? Based on Project Implementation Plan milestones, the developer will
assist with linking key health and medical data sources.
? Assist project manager with problem solving for geographic display of
information based on end-user needs.
Position Requirements/Technical Skills:
SKILLS/KNOWLEDGE/EXPERIENCE
. Ability to develop and maintain detailed project plans including
defining deliverables, scope and schedules.
? Experience in health and/or preparedness related projects, is
preferred.
? Proven experience in design, development and implementation of ArcGIS
Server applications including ArcSDE.
. Experience with Microsoft SQL server and common databases.
. Experience with developing reporting functionality based on end-user
requirements.
. Experience with creating user documentation.
. Experience delivering
