The services provided by the Contractor shall include, but are not
necessarily limited to the items listed below.

1. Provide a fixed price contract for conducting a comprehensive Fit/Gap
analysis for upgrading the County’s Oracle/PeopleSoft Human Resources
Management System (HRMS) from Version 8.8 Service Pack (SP) 1 to Version
9.0.



2. Provide detailed analysis of the following functions and features that
are pertinent to the upgrade and other such items to be mutually identified.

    a. Perform an inventory of existing Time and Labor rules and identify
and document the rules that need to be modified for Version 9.0.

    b. Identify issues with the Time and Labor rules to determine if fixes
are included in Version 9.0.

    c. Perform an assessment of the existing set-up for Time and Labor to
determine what modifications are necessary:

          i. *to upgrade to Version 9.0, and,*

         ii. to maximize the use of Time and Labor (modifications such as
incorporating all employee contract or personnel policy specific rules).

    d. Identify opportunities for business process improvements for Time and
Labor.

    e. Perform an assessment of the Retro-pay process to determine how the
existing manual processes can be reduced and/or eliminated.

    f. Perform an assessment of all existing customizations to minimize
and/or eliminate them and identify opportunities for business process
improvement.

    g. Assess the compatibility of the current technical infrastructure
(hardware, software, Data Base, network) with Version 9.0.



3. Develop and provide comprehensive documentation of the Fit/Gap results
and conduct a presentation of the findings to the County’s Human Resources
(HR) and Payroll technical, functional, and management team members.
