The step "Initialize Configuration" in the DBMGui Wizard or the step "util_execute INIT CONFIG" in the installation script creates the devspaces (files). If this step fails your database was not installed correctly and is not able to reach the "warm" mode. Check your devspace definitions in the DBMGui (or dbmcli with param_getdevsall) against the the file system.
