Hello, 

the latest Database Version is 7.4.3.27 and 7.4.3.28 is the latest version
of SQL Studio. These numbers of versions are independent.

For example:
Database Version:
... 7.4.3.10 -> 7.4.3.14 -> 7.4.3.25 -> 7.4.3.27

SQL Studio Versions:
... 7.4.03.03 -> 7.4.03.05 -> 7.4.03.06 -> 7.4.03.17 -> 7.4.03.28       

If you use ftp to get the SAPDB-Files you can see the different versions
(I.e. ftp.sap.de/pub/sapdb/bin/win or ftp.sap.com/pub/sapdb/bin/win).
