Bingo.

I had selected both UPS and USPS shipping methods, but they were
incompletely or incorrectly set up.

When I selected only per piece shipping, the problem went away.  I can
now complete a transaction.

Since I had misconfigured Satchmo, the cryptic error message itself
isn't a bug.  It would be nice for something more accurate to be
displayed, but I wouldn't delay 1.0 by an hour to have it.
