Sorry, my mistake. I had "state/province" deselected for "required billing data", but then the "state required" option was checked, which appears to override the former.
On a related note, I have a feeling that requiring the state for places like the UK could end up frustrating customers -- I couldn't get any real UK addresses to be accepted with state required.
