Are you selling to in-country customers only? Also, did you ensure that you select 'State' in the required fields for checkout at /settings/ ?
That second one should be the ticket. Let us know if you have that selected & saved and still do not see a state entry -- if you are selling out-of-country, you won't get a drop-down ... you'll get a text input.
