It doesn't appear to for the COD module (or my custom module).
Using winpdb, I can see that the cheapest method is being set to the
self.fields['shipping'].initial property in the form, but that doesn't
seem to have any effect. I thought initial form values had to be
passed in to the form constructor (e.g., form = SimplePayShipForm
(initial={'shipping': 'cheapest'}).
