On my Satchmo installation I see the discount code on the first checkout page. Are you using the most recent version of Satchmo?
On this same note, what would it take to put the discount code form field on say the View Cart page so that people can put in their discount code while viewing the cart and see that it's accepted before beginning the checkout process?
