If it doesn't already exist, and I don't think it does. My approach would be to write either a custom context processor or perhaps even a template tag that inspects the items in a cart and if the product match a specfic set of products, apply a discount to the total in the cart. Could perhaps even leverage the Discount Code feature for this. If the product set matches, automatically add a "Product Set" discount (you'd create this on the back end) and then continue checkout.
