Thanks for the detailed steps to reproduce. I can confirm I see the same
thing so I opened up a ticket to track this -

I'll need to look into why the cart seems to be getting cleared out early.
Since this is a bug we'll probably need to modify the views to handle this
situation in a cleaner way. Using templates probably isn't the right
approach.
