I had the same problem but it went away after I made the store "live",
disabled debug and accepted real payments.
I don't remember the exact steps I did to make it work tho.

However, the solutions above did not solve my problem. The
Notification URL is accurate. The subscription module is enabled. And
the purchases are not cleared in either the Sandbox or for live
payments in paypal. The error log shows the following:
"POST /checkout/paypal/ipn/ HTTP/1.0" 401 401 "-" "-"
Any ideas??
