I just encountered the same issue here - both with an older trunk
(from Nov 2) as well as today's.  The CSRF middleware is installed and
I have no problems elsewhere - just at the last minute here with the
settings page.

This appears to be some kind of issue with livesettings.  Looking at
the rendered source, there is in fact no "csrfmiddlewaretoken" field
on the form.

However, looking at the template I do see that livesettings/templates/
site_settings.html DOES include the {% csrf_token %} template tag...
but it's not getting rendered.  Any ideas what may be going on here?
