Hi Scott, Have you used the Tiered Shipping module? It seems like that would do the trick... with a zone for UK and a zone for the rest of the world. I used that for doing a similar shipping situation to yours. Users are not given a choice, they are simply presented with the price according to their zone.
Maybe if you need more functionality, you could start from there and modify that module.
