You probably make modification to all used shipping modules, at least strings and a new copy for every shipper.... and you copy this modified under the project directory. More was many times answered in the conference.
The order of custom modules is the same as you list in SATCHMO_SETTINGS['CUSTOM_SHIPPING_MODULES'] = (...)
