I don't think that this is possible with the default tax modules, but I may be wrong. On the other hand it is pretty easy to set all EU countries to the same tax rate by running a small script to add the database records.
Nice to see that there is someone else in Sweden working with Satchmo! I'm just about to launch my first store (but only ship to Sweden right now...).
