Summary:  registration project without issue if the process is interrupted

Original Submission:  The registration process badly handles interruption. More 
specifically, the name is reserved in the database and if the process is interrupted, 
it remains in the database.



Normally sv_cleaner remove incomplete project. But when creating a project, it should 
not lock the name of incomplete registration. I believe there is a diff. between 
incomplete and pending. Incomplete project should never be took in account.
