Details:
Bug exist in gna.org and savannah.gnu.org. Language is russian. Russian
characters are in incorrect charset. Here quote from W3C validator:
The URL you gave me, <http://gna.org/account/first.php>, returned a redirect
to <https://gna.org/account/first.php>.
The character encoding specified in the HTTP header (iso-8859-15) is
different from the value in the XML declaration (utf-8). I will use the value
from the HTTP header (iso-8859-15).
But charset is iso-8859-5 indeed.
