Frankly, the notification code is already quite dense, I'd rather avoid making
it even more complex (the more complex it gets, the more bug we are likely to
find).
One alternate, an maybe more satisfying solution (I know projects that would
definitely not be happy with the idea that some users could update item
without notification) would to allow projets admins to define per tracker
which event should normally not be notified.
There's this kind of stuff in the personal notification settings. Looks a bit
overkill to me but maybe it would make sense to have something similar
(probably more user friendly) on project/tracker basis.
Maybe we should even remove the user setting part in order to simplify it
(does it actually still do something?) and limit such settings to projects.
