Details:
In notifications, the sender is, as expected, in the From: field, but also in
the To: field, since he's supposed to receive the notification too.
It could be confusing to see him in the To: field, I think it would be
cleaner if he was in Bcc:, because he's implicitely a recipient that obtain a
copy for himself of what he did, not really a direct recipient that is
informed of what someone else did.
