Follow-up Comment #2:
I incidentally found a bug in the way handle_update() was ending, returning
true while nothing changed, hence causing a notification to be sent with no
changes.
Fixing this close this item, since it was not the CC add that was causing the
notification to be sent, but the bug in handle_update().
