Follow-up Comment #1, task #2193 (project savane):
This refers to the indications of the posting time of the original submission
and of the followup comments in the notification email
that I customized for the ROOT project.
Here is how it was reported to me + my reply:

The time mentionned there is referenced according to the Timezone
selected by the submitter of the change which triggered this email.
You are right this is was not indicated so now I append it.
You can specify your own timezone in savannah by following the
'Change Timezone' link in the 'Information' section of the
'My Account Configuration' page
