Details:
Since the debian package install everything in a defined place, we can
provide a working conffile, with only the dbpasswd missing.
sv_update_conf must be updated so in non-interactive mode it can build such
working conffile.
index.php must be updated so it mentions, in case of db failure, that admins
should check db settings
index.php must be updated so it provides a specific message when the database
connection is here but no database is in there.
