Considering that both approach makes sense in their way, I'm closing the
report.

In the defense of the current approach:
 - you may want to know what is the exact percentage of users of all users as
of today that joined in during a period; 
 - if you provide percentage that depend on the later date of the period
provided, you will get percentages that cannot be compared easily. You will
actually be able to study the increase rate of account registration (and item
post etc), a relative information, but not the actual proportion of account
created during that period. If you want to compare easily the number of
submitted bug between  September 2004 / December 2004 and September 2005 /
December 2005, you'll actually prefer the current approach, that will provide
you percentages that are comparable.
