First, recommending to allow only logged-in post is a good start. 

You even set this to the default for group types.


Then, we could implement a way for users to signal spam. Users with
message marked as spam would be listed for the admin review, and they
would be able in one click to delete the offending user account + it's
related comments. That seems a possible handling of the issue.

Next step is indeed to implement a system to avoid automated account
creation.
