Your are correct, my suggestion in comment #2 is not doable.
However, I retested it on my test install, I can reassign an item to another
project tracker that is deactivated and I can reassign an item to another
tracker of the same project that is also deactivate. So I don't know what
happened to the fix, but in the current code, it is without effect. Maybe
modification made later broke it.
