[Savane-dev] Added Delete Canned Support

I needed to break the rust off my PHP/MySQL coding skills, so I did 
something simple, and added the power to delete to Savannah. However, 
CVS diff was rather braindead, and I couldn't get a file that will work 
w/ patch figuring out where it's susposed to go.

Patched File:
www/include/trackers_run/admin/field_values.php
This adds a delete option on the Create/Modify Canned Responses page.
