Original Submission: In the default mail Subject: I havent seen tracker #id,
despite the fact that it is expected to be included.
This is not a big big issue since an user can configure it for himself. Still,
it's strange.

I can be even more specific: it happens with the list help, not with
savane-dev.
What is strange at most is the fact that the feedback acts like if just one
mail was sent (there should be at least two message sent, with specific
headers).

After carefully checking headers, it turns out that it's not mails sent to my
account that got missing [tracker #id] but the ones sent to gna mailing-list.

According the code, it should not happen: as a matter of fact, I get such issue
with support #327 but not others.

It looks like it does not include it when the mail is sent to a known user, not
when it is sent to a unknown list.
I guess there's a bug in the test made: it should add [%TRACKER #%ID] when no
configuration exists for the user.
