and use the locale of the registered user and fail back to default locale only
for other users.

Summary: weird locales when approving membership
Original Submission: I approved a new member (riishigh) for my project
(moonlight3d) using a browser with german locales. he got a german confirmation
mail, even though he didn't setup german anywhere.

Yes, the mail sent got localised as if you were the recipient, that's a bug.
In fact, this kind of mail should probably always go in the default locale,
unless we store i18n settings per users somewhere.
